One of our favorite bumper stickers reads Hang Up and Drive. It's also a message the Montgomery County Police Department has been delivering personally to county drivers in an effort to combat distracted driving. As part of Distracted Driving Awareness Month, county police have been ticketing drivers for improperly using their cellphones while driving. In one effort, an officer disguised as a construction worker identified drivers illegally using their cellphones and called ahead to waiting officers. Similar operations are expected to continue throughout April. montgomerycountymd.gov/pol

Arguably, the most powerful entity in the county is the Montgomery County Council. Its nine councilmembers are elected every four years (next election is 2018) and the council sets policy and approves all laws and regulations for the county. It approves all budgets, meaning that it has final say over how every penny is spent. So it's important for residents to pay attention to how members earn their annual salary of $120,675 ($132,742 for the council's president).

The council in Rockville holds open hearings, unless it votes to discuss select personnel or legal matters in closed session. The council Web site is updated frequently to reflect committee meetings and council business and County Cable Montgomery Channel 6 carries sessions and council meetings live and on a rebroadcast basis. Residents can contact the council at or 240.777.7900. You can sign up to receive the council's agenda automatically by contacting legislative information services at 240.777.7910.
